Use the green version of the flash ROMs. In a lvl4 board IC14 socket is normally populated so go with GREEN Flipper ROMs for IC20 and IC17 and a 2716 game ROM in IC14.

Note that the green ROM set has different settings than the yellow set. These are detailed in the last three pages of the manual here:
