After you push the start button for player 1 and the ball comes out into the shooter lane, pushing the Start button again should enable player 2. Push again for player 3 and again for player 4.
Then each player will take turns playing ball 1, then ball 2, etc.
Sounds like your game is setup for 3-ball operation, not 5-ball.
