Sounds like the spring and its lack of sufficient tension at rest is indeed the culprit, though?
If you think that’s the issue, disconnect the side of the spring not attached To the flipper prawl and gently pull to give more tension and test the flipper drop. Or you could clip the spring short and reattach it to see. And order a fresh spring.
