Yes that's normal. It's looking for 3 balls in the trough. You can manually trip the switches in the trough and it should stop firing the coils in the maze.

There is a set of switches on the back on the drop target assembly. Check that they are not closed.
The self test switches are not too good - I had to replace mine. Can you can trip the test switch to get into the test mode? If that don't work you may look at A4J3-1 (red wire) or A3J2-7 (Yellow / red wire).

But any momentary contact switch will work. I got mine from Radio Shack. I had to make a new bracket though.
You could use jumper leads to get into test mode. Once in switch test mode it will tell you if you have any switches closed. Then you can push each switch on the playfield and it will show if the switch is registering.
The other thing to look for is connectors. Have you re-pinned the connectors?
