Do all games start with the Boom Bumper in the down position? I assume so.
It seems though the Boom bumper doesn’t always go down when it is supposed to.

Any tips?

Yes the Boom Balloon bumper is down at game start. There is a small release coil up near the playfield that pulls on a plate to unlock the pop bumper assembly from the carriage. Go to coil test and see if the release coil is working. You may need to adjust the mechanical lock mech to get it working reliably.
