Partially shorted GI winding would cause reduced voltage. Short in primary winding would make secondary voltages higher, but since your other voltages are normal, that is very improbable. It might be just that the LED's take less current than incandescent lamps, so voltage is a bit higher than under nominal load.
Another bridge could help, or two or three 6 amp diodes in series.
