Why did a previous owner put this fuse in pop bumper circuit?

My Time Machine right pop bumper stopped working, and the switch wasn't registering on the switch test diagnostic.

When I started looking for the fault I discovered this fuse in the circuit. So I am wondering why it has been put there, because as far as I can see it isn't on the circuit diagrams, and more importantly why did it blow(after many years of regular use). The blown fuse is 250v 3A.

Replacing the fuse and the switch works again, even though it seems to be on the coil power circuit?

This service bulletin was issued regarding the pop bumper coils getting locked on from a stuck switch.

Applies particularly to Time Machine and earlier Data East Pinball machines.

That makes sense, although this fix seems to have been done with one fuse rather than one per bumper. I'll go back and check to see if there is any binding.
