Why are my standup targets too low?

Adjusting my standup targets on T2 and can't figure out what I'm doing wrong, I need them to be a bit higher so that the whole white target is above pf level.
I will be putting on a pf protector but as it is right now, the targets arent even leveled without the pf protector installed

Is there any way/trick to adjust these in height?

Kinda looks like there were fabricated with incorrect length switch blades. The backing plate length looks correct.

Perhaps you could bend the black mounting bracket a bit to raise the targets up.

Here is what I have for T2 white targets.

Two deferent cut "T" brackets.
Left is newer style uses #8 wood/sheet metal screw.
right is OEM "T" bracket from 1992's T2 game.
1) left bracket is slightly bended so as the target leans forward.
2) right bracket is 90° bend with #6 screw holes.
2a) from wood side of "T" bracket to end = 1¼"
