I think I had this same/similar issue this weekend.
Drop Target down, lock arrow flashing, hit the hole and system immediately launched the ball out of Dorothy. This happened probably 8-10 times. Finally drained the ball. Next ball it worked like normal.
Just posting so I can keep track of the resolution.
