You could probably get someone to flash a rom chip for you, but you are looking at $1,000 ish for new boards to get that running.
Just to clarify, SAM and Whitestar are two different hardware sets. For Kooky Karnival you will need SAM boards.
Unfortunately the reason your game was so cheap is because as he mentioned above, the board set was worth more than the game so a lot of these got canibalized for the boards. You’ll probably be close to a grand in boards to buy a new set if you can find one.
