So I've gotten this far:
Solenoids 9-16 not firing in testing
All are related to J107-2 and Fuse 104

Fuse is good and has not been blowing (tested off board). J107...the wires and pins and board underneath all look great.

So I'm lost on what to check next.

Small update:

I did test the voltage on all of the pins on J107 and all tested good.

did you test for voltage at the coils?

The tiltle says (now) sol.9-16.
If this is all 8 solenoids, best start with reseating the ribbon cable between powerdriver and cpu-board.

Tried that already. I could steal a cable off my IJ to see if that changes anything

Also the ASIC can be responsible for this. (U9-pin59)
Careful give a push into its socket. (Machine OFF)

Sounds like you're getting power, but no ground. All 8 coils are grounded through connector J127 on the driver board. Inspect and reseat that connector.

This is the classic STTNG problem, I've dealt with it a lot. Those coils are controlled by the add-on power driver board that they had to use for this game. Too many coils to go on the main board. You likely have a grounding issue on that board since they decided, for unknown tacky reasons, to ground it off of a lug on one of the coils on the upper drop target. When that comes loose it tends to fry all the lower subway coils.

Holy crap...this was it. So...somehow when I put the board back in I covered up J127 and never noticed. It was hiding underneath the board...how dumb was that? Next time I should take a picture before removing the board. Game working

Well, just ignore my contribution. I thought for sure this was the classic add-on board issue. Glad you figured it out!
