Upper management had no say in decisions like these. They wouldn't even know why this would be an issue unless you explained it to them.
The shorter size was a compromise reached by all of engineering (well, mostly the MEs and the playfield designers) in order to keep the cost of games down due to better wood yield. Given everything that was going into the game, it was important to be as economical as possible when you could.
