Rick and Morty boot issue out of the box

took delivery of my R&M today (one of the batch that came to Australia). However, i cant get it to boot. Lights turn on and stay white. However the fan in the ATX powersupply doesn't spin. I tried powering the ATX PSU from the wall and that didn't help. Leads me to believe the motherboard is not telling PSU to turn on (or perhaps the PSU is DOA?). Is there anything else i can try to get it going?
(can't find any lose connections - or fixed any i found. Also had both switches set to the correct voltage before the power cord was plugged in).

I had to completely remove each individual black plastic conduit sheeth to explore the wires and search for loose connectors tangled within. I discovered the power connector to the middle backbox board that seats into C4 and C5. Once I found this, I turned on the game, the blue LEDs of the board lit up, and the game finally booted.

Most PSUs these days only utilize the fans when they need to dissipate heat, otherwise the fans are off.

it was the power supply - ripped one out of a PC i had and tested with that - all good. Thanks for the help
