Electro caps usually have a tolerance of 10% - some even 20%.
So a 10% cap that 'says' it's 18,000 could actually measure 19,800 and still be perfectly in tolerance.
With filter caps usually bigger is better, not always but in most cases.
I would replace them all with the 25K

There is a point of diminishing returns on cap sizes plus when you start getting too big then you run the risk of burning up diodes within rectification circuit due to ripple current.
I would go with whatever the original design called for and stop there.
While you are essentially correct, you fail to take into account that the vast majority of electro caps available will actually be 10% (or more) LOWER than their stated capacity.
That would make a 10% 25K cap possibly 22,500ufd or a 20% one possibly 20K.
OP, I wouldn't sweat too much about it. It is SUPER common in the repair industry to replace caps with ones rated much higher and I have never yet heard of that causing any issues.

What PS has a cap that large.,
The largest I've ever seen on a pinball PS is 18,000, or sometimes 4X 4700uf caps in parallel, the equivalent of 18,800uf. These were Data East power supplies.
