At J605- 5 and 7 Im only getting 13.5 VAC at each and manual states 18 VAC. Getting same right from transformer. Friend tested his working on and he got 12.5 VAC at 5 and 25VAC at 7 and his game working fine. I know some of the VAC can vary slightly but is this causing my problem or something else?

All other J connections voltages are spot on.

Try your board in his game if you can. Then at least you'd narrow down to a board issue.
