How did you verify the lamp sockets in the grid? I have replaced two of those original KISS under the playfield lamp boards with new repro boards and it made a big difference. Might not matter in your case, but those original Bally sockets can be problematic.
Have you done any connector work yet? I see four lamps out on one connector. Sometimes you might run into a connector with some broken pins inside the connector itself, especially on the outside pins. Also, some lamp connections can become corroded if there has been any battery leakage.
