I have a data east flipper board with a weird issue. The left flipper only has hold power, it does not have high power. I know it's not a wiring or diode issue because with a new board the machine works fine.

I've replaced the TIP32 and the TIP38, as well as the fuse, and fuse clips. Where else should I look here?

Update. Just reflowed everything. Now the flipper is locking on.

Swapped the sr1, pre driver, driver, diodes, and resistors. Still locking on same side.

To add context. After I replace the pre driver it doesn't lock on until the flipper button is pressed. Then it locks on.
