That light is controlled by a switch on the Right Target Bank Sequence (D) relay, which is controlled by a switch on the Right Target bank. And, as long as the D relay is locked on the target banks will continue to reset as you noticed.
So the answer is to look at the right target bank to find out why the D relay is locked on.
