The capacitor filters out disturbances on the flipper button signal. Most probably the game works just fine even without it, but better to re-solder it in place anyway.

RBION flipper switches do not control coil voltage directly, so there is no sparking. Also I would not think missing capacitor could cause "bounce back", but I would resolder the capacitor back across the switch anyway.
