Test your AR power supply for proper voltage outputs. Should be a diagram online for test points if they are not labeled.

If you have good outputs then test voltage at the board (either at IC or beneath edge connector is an easy spot to get to. Reference your manual for pinout.
If you have voltage at the edge connector but not the board, suspect bad/tarnished pins in the edge connector. .159 pins I think. Easily replaced and commonly needed.

If you now have voltage to the board and still not booting, reseat socketed IC's.

Start there.

He has power to the monitor and marquee light. Interlock is working and in the proper position for this to happen.

Good job finding the +5vdc.

36VAC is an input voltage from the transformer to the AR board. It has to be working properly for you to be getting 5vdc. Your testing it incorrectly. You test it differently then DC circuits. Don’t worry about that.

Here is the pinout to follow for your +5vdc. B/2 are your test points. Find the key and count out the pins.
