do you have the schematic? Usually drop banks don't have a switch on them that says they are reset. You should look at the schematic or visually verify on the bank itself to see what it going on here.
In the schematic will be a whole list of switches that start the score motor. with the machine off block all of these switches with card stock or other thick paper. With all of them blocked the machine should turn on without the score motor turning.
Then remove a piece of paper and see what happens. If you remove one and the motor starts you have the first place to start looking.
