Ball count and Ball Return are slightly different circuits...

Ball Return coil is pulsed from a switch on O (Outhole) relay, in combination with normally open motor switch 4C...

I'd check to see if the Outhole relay is firing, sounds like it is, so check the green-red wired switch contact on O to see if its properly closing and the switch contacts are clean. Id also check 4C motor contact - my bet it's dirty and/or not closing or barely closing as the motor turns pulses that stack.

For Ball count, that goes through contacts on DB, O, trough switch, motor 2B.

Like others have said... you need a schematic and more importantly take some time to understand how to read it.
