Experiencing exactly the same problem here:
Top saucer doesn’t fire during game play or solenoid test. But will fire as part of the startup routine if I reboot the game. Even replacing mpu or sdb board does no good.

Tried swapping U10/U11 PIAs. Then once again tested swapping MPU board with an Alltek. Whatever I attempt the top saucer will only fire at startup.
You think repinning connectors from MPU to solenoid driver board might be worth a try?

Well that's quite an encouragement.. Yeah the original brown connectors to the left on the MPU board.
