Xenon Feature Lamps not working (previously worked)

My Xenon feature lamps and infinity lighting stopped working. Here are my voltage readings:
SDB A3 TP 5 14.3 DC
SDB A3 TP1 +5 VDC
Lamp Board A5 TP1 +5 VDC

Swapped the lamp board with a know good and still did not work. If I leave the connectors unplugged, the game acts exactly the same so I guess the lamp driver board is solely used for feature / controlled lamps. What should be my next steps?
