F3 = 4 amp fast-blo (unregulated +5 volts)

Perhaps you have a short or dying BR2 that functions long enough to boot the board? Seems odd if the MPU will boot fully and then pop the fuse. What condition are all of your boards in?

So you need to disconnect everything and see if it still blows when only the rectifier board is operating.
