See table A of the power supply schematic. If your line voltage is runs 120VAC or more you might want to consider re-strapping your transformer for 120VAC. My line voltage runs high at 122 VAC up to 124VAC.

Only TP3 is running beyond expected voltage tolerances. Measure the blue wire inputs on J6 that should measure around 14VAC. Just stick your meter probe into the connector to obtain continuity with the connector pins. This is the input to the bridge rectifier. If this measurement is good, remeasure TP3 using the board ground point.
