All voltages will be off and usually read high except oddly enough the HV due to being tested with no load. But the test point 3 is about 5 volts high for unregulated voltage. Investigation required before powering the other boards.

Make sure its jumpered for north america. Then check the regulator board to see if there was an installer error.

regulator board is the transformer board. First in line which makes the raw voltages for the game Make sure you are using your meter correctly and is it a good quality meter? If any doubt google DMM usage. Tons of great articles . And invest in a quality meter. Fluke make great DMM's or at the cheaper end , even a mastercraft would suffice in a pinch.

And its usually test point 2 and 4 for the HV section on the factory SDB. Not sure what the RD board are labeled. If they test the same the HV has failed. One should be around 170-190 and the other should be around 240v-255v depending on load.

Jumpered for north america is the setting of the jumpers for the voltage the transformer is set up to run on. If it ran here before it should be fine but you never know what previous people have done.
