Whitestar boards have this problem all the time these days. They're getting on 15+ years old, so I don't blame them. There's a small square pot, R116, on the lower big board (power/driver) that you can adjust to up your 5v. Just turn it slowly, and leave it at a point where the test point on the CPU measures 5v.
