In both scenarios, when I hear nothing back or the negotiations get cut ASAP...then I get annoyed.
If someone throws me a really low stupid offer, I won't email them back. Ever. 
Or if I get that "what's your bottom dollar" email without asking anything about the game I'll just throw that out as well or respond back with the asking price, that really irritates them, lol.
