Don't fall into the trap of the "top" machines (either here or IPDB). Play the machine (if you can) and judge for yourself. RTC is a very colorful and fun game. The theme may not be for everyone but you can usually find these sorts of machines rather inexpensively. If you just go with top rated machines, you will more than likely end up overpaying for a machine you may not even like.

Patience is also key. If Dr. Who is what you want, then you will have to probably wait for it. Try not to get frustrated when one doesn't pop up right away but just be ready to move when one does (have wheels and cash ready). Also consider NAVL for shipping from out of state or further. It does add to the total of your purchase (estimate $300 - $600 additional).
