I've bought from that guy before - shipping isn't free but it was reasonable (but I am in the US). I'd e-mail him first to make sure he can ship to you.

They say "new", and not "NOS", so they're probably repros. Says they're "Classic Arcade" versions, maybe try searching RGP or Pinside for opinions on those repros?

that is a portal to rec.games.pinba, aka rgp. RGP is a very old newsgroup dedicated to pinball. It is very active, but even more because of its age it is a great resource to lookup information. It can also be accessed through rgparchive, but their search function isn't very good.
I ran a search for you, but turned up very little information. From the pictures it looks like the plastic yellowed around the areas it was cut, probably burned. I would email the guy and ask if they are all like that.
