It's a fairly simple board and should be repairable pretty easily. I repaired one not to long ago.
If you have LEDs that are stuck on, one of the chips that connects to those particular LEDs has failed--the schematics for the board will be able to help with that. Also, the chips are available from various suppliers.

[edit]: Oh, I noticed you're looking for green LEDs? I haven't seen those boards in quite some time. But, you could potentially do the work yourself and swap out the red LEDs for green ones.
