WPC: What the heck is causing 20v to register near zero

My No Fear was showing no 20v testing on the main board. A second board was swapped in, that one doesn't show 20v on test either. What kinds of things could be going wrong here?

That could do it, or if the interlock is broken in some way, wire popped off or something.
