WPC Switch Matrix issue (TZ)

I had a row (row 3) of switches go out on my TZ and I am stumped with what else I can check to diagnose the issue.

Here is what I have tried:
- Unpulled all of the connectors from J206 - J209
- Plugged in my switch matrix tester board to J206 and J208
- Verified that every switch works correctly except for any switch in row 3 with the tester
- Replaced U20, U19 and U18 with new chips
- Reflowed J208
- Tested for connectivity between J208-3 and U18-5

I am not sure what else to try. There is no acid damage or any signs of broken traces.

Thanks in advance for any advice.
