wpc not all led lighting

My wpc board went for repair on my TAF..After a few weeks it shut down and only 4 led were lit on the board.I sent it away again and have just received it back and it's still the same.
I have voltage on Tp1-14.9, Tp2-0, Tp3-12.2, Tp6-73.6, Tp7-21.9, Tp8-18.1
It must have been tested before being returned so I am in need of a bit of guidance as to where to look next to narrow this down

Perhaps check the input power to the board as well as the input power connectors?
