    The resistors drop ~11V across them and dissipate it as heat which is why they get hot. If half of your resistors are not getting hot than the opto transmitters associated with those resistors are not pulling any current which is why they are not working, best guess is you have a broken wire on the ground side of the circuit for those optos.

    I do the exact same thing whenever I have one on my bench, hard to tell from the image but the resistors are 3/32" off the board.
