On the board I repaired, it was the LED. The driver IC might also give you problems in some cases. We had one color on the LED that wasn't lighting, and we tested the driver by adding a single standard LED in parallel with the segment that wasn't lighting. When the test LED lit at the right times, we knew the driver IC was OK.

The original boards used the AAAF5051-03, but it is now obsolete. That's why it's so difficult to find. The AAAF5051-04 is the part I used. According to the game's owner, the color is very slightly different, but you really have to be looking for it.
