This happens if the house is adjusted to spin too far. The little post that pops the witch feet out gets jammed and doesn't allow the house to spin freely. You have to pull the glass off and manually turn the house slightly until the post retracts, and then it will spin again.
It happens a lot when you're trying to "dial in" the house/feet through the settings menu. Just keep changing the top number by increments of 1 and testing it again until it ends up in a position where the feet pop out and then retract. If they pop out and stay out, you know you've gone too far.
