That upper board is likely bad and will need to be replaced. It is affecting all downstream boards which are connected in series. The manual has troubleshooting instructions for how to bypass a suspected bad board to test if it is the problem. If it is the problem, you will need to get a new board from JJP. Consider doing the upgrade to the 2.0 lighting system. It is a bit expensive and time consuming, but it is way more reliable.
