I have to press the flipper buttons on my WOZ really hard to get the upper flippers to engage. My 15 year old son really has a hard time getting them to work. Is this normal?
When the game goes into There's No Place Like Home and Dorothy clicks her heels 3 times sometimes my flippers go up and down 3 times. I'm wondering if it should do this every time--my does this less than half of the time.
You need to check your flipper button switches inside the cabinet. probably need to adjust the switch stack that activates the upper flippers.
I did notice the flippers "click 3 times" when you attempt NPLH. I don't know if it's supposed to do it every time
I think that's a good thing generally - easier to stage the flippers to make, say, the right orbit during multiball if necessary.

The flippers are supposed to flip 3 times occasionally, not all of the time. I don't know what the exact percentage is but I do know that it is intentionally not 100%.
