this is actually the 2nd JJP i've seen someone post about this exact issue. They must've gotten a defective batch and somehow didn't notice in assembly. Just a guess, of course.
Looking at the picture, it almost looks like the rubber tip was too long. It looks to be against the clip in the back, but at the tip, it looks like it might have been slightly away from the metal of the rod. When you put the new one in, make sure it is making good contact at the tip.
I just dug through my rubber parts stash and found my replacement shooter rod tips and replaced it with a new rubber tip. We were playing Wonka last night and my stepson said it sounded like metal hitting the ball upon plunging a ball. I couldn't really tell, but this morning I confirmed that he was right.
