Yes it's the pot on the left cabinet wall
Sound cards are more difficult to test but there are a some things that are easy to test.
Make sure those dip switches are working by testing across them with a DMM.
You say these were rehabbed did the sounds work as expected for the tech?
Since the tech had the boards he probably checked the header pin but have the connectors themselves been checked?
