Missing one digit (thousands place) on master display. Credits counter. I have pulsing on the strobe inputs 7, 8, 15 and 16. Is there a way to test IC1 or IC4, or how else can I troubleshoot? I don’t have another board to swap out.

The resistor on the left top side 10k ohm looks burnt.

Unless that is glare

That's where I got the information that probably the issue was with strobes 7-8-15-16, or IC1 or IC4 might be the issue.

That resistor has been changed (even though it is not related to the credit unit display).

How can I further troubleshoot IC1 or IC4? Or is there another part on this board that I can check?

You can do a basic open/short test on the ics using this method https://pinwiki.com/wiki/index.php?title=General#Testing_an_integrated_circuit

Always verify the traces on any pins that are suspect as they may be tied to ground or another pin and that can throw off your test. You can always compare against another working ic of the same type.to verify
