Same reason why pinball as a redemption game won't work. Kids don't want to play a skill game anymore. They want the illusion of skill, and the quick, no effort reward. The "skill" redemption games get played by the adults for fun while the kids are busy stuffing quarters into the gambling style games as fast as they can. It's very similar to watching old ladies at a casino...
My childhood was drawing to a close when redemption really started widely replacing normal vids and pins in the early/mid 90's. I can tell you from my experience that I didn't base my redemption plays on skill or fun. I based it on how many tickets I could win per quarter to maximize my money.
