Last time we did it, reception was pretty bad in New Mexico. We have two iPads for driving directions, so between the two we should be able to connect. The goal is to have good reception for using a driving app like Waze. One iPad is on AT&T; the other is Verizon.
I could switch the Verizon iPad to another carrier and am looking for recommendations.

Not the same at all. GPS uses a satellite signal while a mobile operated map relies on both a GPS and data connectivity to get map info. The pro of a mobile operated map software is it automatically updates in real time with road closures and or changes while a GPS after a year or so will start to become outdated and may take you down closed roads. This is why GPSs have the option for paid updates down the line. They will give the same info today that they will in 5 years if you don’t update
