This is not an online raffle, you are just hearing about it here instead of in person, but you can drive to VA and Buddy will tell you all about it. No different than getting an email or a tweet or a posting on Facebook or a text message from a friend. You are buying a ticket, yes you can drive to Buddy and pay him in person, mail him a check or send it to him another way. There will be physical tickets from which a winner will be hand drawn, not electronically picked. I see no where that this is an online raffle.
