At least, I think something is missing? Working on a Space Shuttle. Is something supposed to go in the empty holes next to the chip? There's the same empty space on the chip below it as well. Diode? Jumper? Tantalum cap? Nothing at all? Schematic isn't very clear. Thanks in advance!

Do I need to jumper it then, or should it be working as-is?

What's the value? I can mail you one.
.1 uF .01 uF

It is called a bypass capacitor, hence the B label on the silk screen.

The value varies but typically they are .01 µd.

They are between 5V and ground so you do not want to jumper across those holes.

Aww yeah, that's the kind of info I'm looking for. Schematic shows it at .01. Will this work for me, then: https://www.marcospecialties.com/pinball-parts/5043-08980-00

Yes sir then. .01uf ceramic cap. They are about 10-15 cents each.
Their purpose is to filter high frequency noise from the power bus close to the IC.

5+ years in the hobby, reading schematics and rebuilding boards from the start, and I never could quite understand out WTF those little capacitors really, truly, actually were for. THANK YOU!
