You checked the IC's... but what about transistors (TIP42C for columns and 2N6122 for rows). Do you have a probe to check signals from PIA to connectors?
Other dumb question... did you check also the connectors inside the cabinet, from backbox to playfield? Maybe pins don't make a good connection...
Check the attached schematic for driver board.
