I have a Williams system 3 sound board that isn't working. I replaced all the chip sockets but only get a hum. I think my speaker is good because I do hear a hum when I turn up and volume. I'm not really sure what to do next?

I replaced all the capacitors on the board. I replaced all the original chip sockets on the sound board. Its for a Aristocrat shuffle alley. I had a Disco Fever and the sound board looks exactly alike. I'm wondering what to check next? Anyone repair these boards?
I was getting 5.24 vdc, 12.05vdc and -11.50vdc. When I play the game I can hear sounds try to activate, as in the hum gets higher for a moment. Maybe I should replace IC8 and IC9 because I was reading in the other post they were problematic.
I don't know how to tell if its a prom or not. The numbers on the chip are 6341-1J, 7830, SE 1203. Here are a few pictures of the back of the board, it does have jumper wires but I don't think that the resistors and pins 39 and 40 of IC3 were modified.
So If I get a new EPROM all I would have to to to my board is change the jumper wires, and tie pins 39 and 40 together?
