If you play a 1 player game the credit display will remain 00 as it should. Unplugging the 1-4 displays has no effect on the error. There are no other issues with the game and everything else appears to work fine.
Before I dig further into the master display, I was wondering if this is possibly a problem of information being fed to the master, or if it's more likely a problem with the master. I unfortunately do not have access to another master to swap out and check real quick.
Any help would be appreciated.

If you have access to an EPROM programmer and a 27C16 28C16 chip, you can try the test ROMs I wrote.

Specifically, "07-displays" will show different test patterns on all the displays at the same time. Based on what you see, it may help you narrow down the problem.

If you don't have a programmer and chip, you can try http://hobbyroms.com. Just refer them to the pincoder link below and order the chips you want. Their rates are pretty decent, and their guarantee is great.

I don’t have the schematics in front of me, but the 4to16 decoder chip should be checked as well. It takes 4 pins from the pia and converts to 16 strobe outputs, so they should also be pulsing.
